Shifting from Policy to Action
Clare Martorana, the U.S. Chief Information Officer (CIO), shared insights on the future of government innovation at the recent Innovation 2024 conference in London. With a focus on translating policy into actionable strategies, Martorana highlighted the evolving role of her office within the White House’s Office of Management and Budget (OMB). Martorana emphasized the importance of implementation, ensuring that federal agencies have the capabilities and capacity to deliver improved services to the public.
Martorana reflected on her tenure, acknowledging the initial emphasis on policy design and the subsequent shift toward execution. “The first several years in this role, we were focused on policy design – actually getting these policies out the door, working across the ecosystem,” she commented. “Now, we’ve turned the page into implementation, so everything that we are doing is focused on making sure we’re delivering, making sure that teams have the capabilities and the capacity to do the work.”
Embracing Artificial Intelligence and Human-Centered Design
Martorana outlined key areas of focus for government modernization, including cybersecurity, digital experience, and harnessing the potential of artificial intelligence (AI). Following President Biden’s Executive Order on AI, Martorana highlighted efforts to responsibly integrate AI into government operations while addressing concerns such as bias and transparency. She stressed the importance of human-centered policymaking, tailoring guidance to meet the unique challenges faced by each federal agency.
In October, President Biden issued an Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, setting the stage for comprehensive AI governance. Martorana underscored the significance of the policy, which aims to guide the U.S. Chief Information Officer in leveraging AI to address critical issues such as climate change, public health, and public safety.
